It was alleged that the accused persons awarded the contract to Vipul Ratail Rodhia via direct procurement without the tender committee making the decision to make direct procurement. It was also alleged that as a result of the actions of the accused persons there was a theft of Kes. 185 million. The prosecution however proceeded to file for withdrawal based on direction by the DPP based on the decision of a superior court that EACC as constituted at the time they were investigating this case wasn't properly constituted.
